The Federal Poverty Line is among the most consequential of statistical measurements: it affects eligibility for federal programs such as TANF and SNAP as well as hundreds of other programs at the state and local level—and serves as a benchmark for private sector philanthropy. How do we formulate federal poverty measures? What are the real-world implications when those models are changed?
